Why my Shipment charges table F4945 is wiped out before running R4981 - Freight update report

I am facing one issue where F4945 table is wiped out before I run Freight update report-R4981 when using Transportation.

I created sales order and when I am approving the shipment and confirming it , after that I noticed that F4945 table is wiped out.Now when I run Freight update, it is not adding any billable freight charges in F4211.
