CPU patch order

This question is independant of platform but relates to 19c CPU patches which are release every trimester. The Combo patch holds the "Database patch" and the "JavaVM" patch, and my question is this:

In the readme of the Combo patch, he lists both of these patches. As anything, this is done in a given order.

But, when you read all of the Readme's: the combo readme, plus the ones for the 2 patches inidividually, it doesn't seem to state anything about the order in which to apply the 2 patches.

Doesn't it really matter what order to apply them in ?
