Expenses Workflow not populating EX_SHEET_AW

Hello,

Has anyone experienced this issue wherein EX_SHEET_AW is not getting populated?

The table EOAW_IDS.EOAWCOUNTER gets updated for EX_SHEET_AW so I assume that the thread ID is getting generated. However when I query EX_SHEET_AW, no new row is added and no workflow is generated. No new rows inserted in PS_EOAW_USERINST and PS_EOAW_STEPINST.

I have also checked the Service Operation EX_APPROVAL and it is active and the security is the same as in other databases which are working fine.

I have checked the workflow configuration, the app server status and the IB status and they're all good.
