Question marks appear on Delimiter EText report

We are trying to create a custom payment etext output using the data definition - 'Oracle Payments Funds Disbursement Payment Process Request Extract 1.0' in Oracle EBS. When I run the process, there are whole lot of question marks that appear in the beginning. When I test the template standalone in BIP desktop with the xml data extract, it works just fine and doesn't have any issue. Is there any setting that I am missing here?
