IB Batch Status for certain order types is approved and other it is pending

How may I set all of the order types coming through an IB batch to batch status Approved? Checked the P41001 app constants and it is set for 42 as N. This appears to have more to do with the order type SV versus SO, etc. then the constant. Could be the branch but it is happening for all branches and the order type.
