Which Job Roles can create Accounts?

Hello!

We are very new to Oracle Sales and Service and are just starting our implementation.

I created some user accounts and am testing them. One is a Sales VP. I was surprised that this user cannot add an Account (in the CRM sense). That is, when they go to the Accounts page, there is no "+" or "Add" button. Which Job Roles can actually add/create an Account? When I use the Sales and Service Access Management tool, Account is not one of the objects in the Object dropdown, so I feel like I am misunderstanding something fundamental.
