P4950-->P4980 Routing Issue

If we have one shipment which has two two routing options, one has a low payable charge with a performance rating of 2, and the second one has a high payable charge with a performance rating of 0, which one would be auto selected at the routing app-P4980.

Both carriers have auto route selection allowed in the carrier master revision.
