Discretionary Tax Flag Does It Work?

Hello,

The client is testing the discretionary tax flag on the Interim Work Bench, they added a tax override for Federal Tax Type A with a $6000 additional amount, but the system still put the amount it can't collect in a 9997. Is this flag activated and actually work or is there something else we need to do?
