While creating and assigning FND_USER getting error

HI Team,

12.2.9 - How to resolve below error

When attempting to assign responsibility to a user,

the following error occurs.

ERROR

Error Oracle - 20001: ORA-20001: FND_CANT_INSERT_USER_ROLE(USERNAME=USERA) (ROLENAME=FND_RESP|FND|RESPOSIBILITY_NAME|STANDARD)

(ROUTINE=FND_USER_RESP_GROUPS_API.Insert_Assignment) has been detected in FND_USER_RESP_GROUPS_API.INSERT_ASSIGNMENT

The issue can be reproduced at will with the following steps:

1. Assign responsibility to a user

2. Error occurs

Due to this issue, users cannot assign responsibility to users.
