County Tax LIT Exempt from Wage Accumulation Does Not Seem To Work

I have mass updated the County Tax LIT Exempt from Wage Accumulation field to Yes for all employees in a given county. However when processing a payroll for these people the withholdings are still being deducted. Not sure what I am missing.

There are no tax rules defined for this county.
