Upgraded to R12.2.10 and reducing quantity on sales order line, No cancellation Reason is required

Hi, In 12.1.3, whenever we reduce the quantity on a sales order line, the window pops up that requires a reason code to be entered. That is not happening on 12.2.10 and we need it.

I looked at the Order Line processing constraint for Cancel and both versions look the same. We have a user action = Require Reason which is enabled on the validation template of Booked.
