Preventing a Combo Code from being used in HCM

We are on PeopleSoft HCM 9.2, PT 8.59.

We have many combo codes that are specific to grant-funded projects. Due to the nature of the projects they often need to create new combo codes with new iterations of the project funds for for new Fiscal Years.

Question: How do we keep users from selecting 'old' combo codes thereby driving them to the new combo codes? I can Inactivate them using the Combo Code Table page but a user can still select it on the Dept Budget Table (DBT) for example or timesheets or in absence management. Users keep selecting old codes which causes a lot of manual fixing.
