Purchase orders and receiving quantity tolerance

Can anyone tell me what field in F4311 is connected to tolerance rules. During testing I changed the receiving tolerance rules from "zero tolerance" to a 2% tolerance on the quantity. Now any purchase order that was created prior to changing the tolerance rule will only give me a putaway request/suggestion (WMS) for the number of pallets that meets the zero tolerance rule. If I add a new line to an existing PO I get the correct putaway request. But any existing line that I receive just one pallet over the previous tolerance rule I only get enough putaway
