Benefits Billing Calc is pulling in ppl who are no longer enrolled in benefits

We just upgraded from PplTools 8.53 to 8.58. We also just switched from DB2 to AWS.

That said, when running Benefits Billing Calc, the system is now pulling in ppl who have long been terminated from coverage even though their max effective dated row status is Inactive. It's causing Ben Billing to create statements for ppl no longer having benefit coverage (even from years ago). The suggested resolution from Oracle is to just change all Active rows to Inactive (which seems crazy as we then lose historical information).

It seems to us that the system appears to be ignoring the max effective dated (Inactive) row causing the above-issue. Another thing is, we also believe this max eff dated row issue is causing some who should be enrolled in Ben Billing (as Active) not to be picked up. I didn't see any suggestion from Oracle on a resolution for this issue.
