Does updating the Position Data Installation page require a server bounce?

Disregard - Approvals for Position Management were not available until PUM 37.

I am testing Fluid Position Management and turned on Fluid on the Position Data Installation page. I can access the pages, but the Approval section of the installation page is not visible. Why might that be?

We are 9.2 PUM 36, Tools 8.58.
