Install Base Records not created for Order Lines

Dear Gurus,


We are on Oracle 11i. Install base records are not created for oracle order management sales order lines in our test environment. These are however created in our production environment. The Order lines in the test environment apprear in closed status. There are no install base interface errors recorded. Is there a concurrent program that will enable to creation of install base records?


Note: I have already run the Workforce background process. This item is shippable and set to IB trackable in the item setups.
