While installing Oracle-RAC Database, installer does not detect clusterware of local node.

I am trying to install Oracle-RAC Database (vers. 11.2.0.4) on solaris x86_64 machines and I have successfully installed Grid infrastructure and the clusterware is up and running in two nodes but whilst trying to install Oracle-Database, the installation fails with an error "[INS-35423] The installer has detected that Oracle Clusterware is not running on local node.".

I have tried implementing the changes mentioned in oracle support but still the same error persists. Is there a workaround this problem?
