How to keep the transcript description after changing translate value?

Hello,

We have a career that needs to have its description updated. I did the change using the translate value table. I added a new career with the new description for that career. I did not make the other career inactive on my first test. It worked but when I looked at a transcript of a student from a previous semester, the new career description was there, but not the old one. Shouldn't it be that because of the effective date for the new career, the new one shows for students from that date onward, and the old one be for
