purpose of "INHERIT PRIVILEGES Privilege" and "INHERIT REMOTE PRIVILEGES"

Please help me understand this...

What is the purpose of "INHERIT PRIVILEGES Privilege". I see that all users in the database have been granted this privilege. the doc says, "privileges regulate the privileges used when invoker's rights procedures are run." (but did not get it. sorry!

A: "INHERIT PRIVILEGES"

Our application user PHXPROD has a procedure, "med_daily_dataload"

User PPHILLIP has a Execute permission on PHXPROD.MED_DAILY_DATALOAD procedure (no remote objects listed in this procedure )

Does the user needs to have the privilege "INHERIT PRIVILEGES" to run this procedure? What happens if he does not?

B: "INHERIT REMOTE PRIVILEGES"

Howdy, Stranger!
