openJDK and OpenJavaFX missing JRE

I need to install Vertex software to use with EBS. It needs jdk ,jre and the javafx package.

Java is no longer free because Vertex is not an Oracle product. The inside of the open java packages is different than the paid for JDK. The paid for jdk has JRE and javafx inside it.

I need jdk with jre and javafx.

Open JDK does not contain jre. I did find openJavafx but the inside is different that the javafx in the paid for jdk.

Do i need to download the sdk package and add it to the openJDK to have the jre? Is there a charge for this?
