Can we create Miscellaneous Transactions under Pre-Approved batches by importing from PA Interface

We have 300+ Miscellaneous transactions to be created against same number of projects under difference Organizations. Do we have any API to create bulk miscellaneous transactions or can be use the PA_TRANSACTION_INTERFACE table & the import functionality in any way to achieve the same.
