Accruals are Tax Inclusive Or Exclusive

I have made receipt of 2 POs with following tax types

1-Recoverable Tax

2-Non Recoverable Tax

Accrual with Non Recoverable Tax was inclusive whereas Recoverable accrual was Exclusive

Is this normal behavior of application ?

A quick response will be appreciated.
