RMAN not delting backups outside retention policy

I am running a enterprise database 19C15 on OS RedHat enterprise edition 7

I am usign RMAN to backup all out databases, they use the control file to keep the RMAN backup information, they all also have very similar set ups.

The issue is, though the retention policy is set to redundancy 2, the backups outside this window are not marked as obsolete, hence are not deleted.

I run a level 0 on Sunday and level 1 Monday through Saturday. There is a delete obsolete backups on the level 0 backup script.

Below the RMAN parameters set for this db:
