implementation options

hi

working in R12, created a new operating unit,already enabled the Classifications=project expenditure/event organization , project invoice collection organization and project task owning organization Already added to the Hierarchy

created the new responsibility assigning the profiles and while entering the Implementation Options, all tabs look ok,except at the Billing tab,the Invoice Batch Source does not display LOV, no data retrieved, per screenshot

what could be missing?
