Routing by Carrier Zones

Is there a way to setup Carrier Routes, by Carrier Zones, so that the system chooses one over another? For example, we have a Carrier Zone call ALLZIPS. It is setup to cover zips from 1 - 9999999999. Then we have a Carrier Zones (FX TIER1, 2, 3) that cover specific ranges of zip codes for each tier, for FedEx. We want the system to look at the FX Tier1, 2, or 3 zones first. ALLZIPS would be last. Currently, the system sees the ALLZIPS, and that is what gets applied.
