Memory consumption issues with Database 19c on Windows?

We have been having a problem ever since migrating our database from 12.1 on Windows 2008 to 19c (patched to 19.15) on Windows 2016. For whatever reason, after a couple of weeks, the RAM usage of our oracle.exe process is approaching 15 GB even though our memory targets in Oracle are configured to 8 GB. There are also a ridiculous number of "handles" open by oracle.exe when viewing the process usage in Task Manager or Process Explorer - I've seen it get over 3 million.
Once oracle.exe has been running long enough and is using around 15 GB of RAM and has over 3 million handles open, it will eventually hang and/or crash. The odd thing is that so far every time it has hung/crashed was when our daily RMAN backup tried to run while oracle.exe was in this bloated state. Nothing else to this point has triggered it. RMAN starts, and usually right at the beginning of the backup, database performance starts to falter and eventually either crashes or has to be restarted.
