How to change the status Test ID in JDE Quality Management Module.

Its currently showing as Pending and hence not able to do further setup like Task Specification(P3402) and Preference (P40318)

and after did setup , not able to get any approval request in P37300.

What is the approval setup in Quality management . How we can decide who is going to approve
