java plugin launch failure

I have this 12.1.3 environment, running on Solaris, which I need to connect to on an updated Windows 11,using Chrome as a browser, and when I do it says:

"In order to access this application, you must install the J2SE Plugin version 1.8.0_331. To install this plugin, click here to download the oaj2se.exe executable. Once the download is complete, double-click the oaj2se.exe file to install the plugin. You will be prompted to restart your browser when the installation is complete."

I then can download this, but the Windows setting (company policy) doesn't allow me to install, which is expected.
