In JDE what program generates Italy Customer Invoice XML?

We are in the process of enabling Efiling of Customer Invoice information to Italy authorities.

I tried to generate the file using R74Y063 with Communication Type = Blank.

Enclosed the xml file for your review. I tried to upload this file @ https://www.amministrazionicomunali.it/fatturexml/

I got an error message "Unrecognized xml file"

Any help in this regard is greatly appreciated.
