Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Hello

I am using Oracle 19c Single Instance (version 19.3.0.0) and have not applied any patches. Lately I've been having trouble with resmgr:cpu quantum
 and I have been suggested to apply a recommended patch for CPU resource manager
and I don't know how to locate it.

I would also like to know what other patches you would recommend me to apply.
