Mass Assign Service Indicators Use System Date field function

A user of our system has requested that the "Use System Date" field as displayed on the Mass Assign page for Service Indicators (campus community / service indicators / person / mass assign) be placed on the Process Student Groups page (records and enrollment / career and program information / process student groups).

I am seeking any Oracle documentation on when the "use system date" field was added to the Mass Assign Service Indicators page and how it is used.
