GSS Clone Position for manager without direct reports

For manager who have direct report they are able to select employee to clone their position. If the manager doesn't have any direct reports and want to create a new position they are not able to use this feature.

Is there a way for a manager to use GSS Clone Position when they doesn't have any direct reports.
