SQL BASELINE not getting created for a repeatable SQL

Hello All

We have a question on SQL BASELINES

Ours is a 19.13.0.0.0 database on Exadata X7

As part of troubleshooting a SQL pefromance issue we noticed that particular SQL does not have any BASELINE created

Here are the settings we have

optimizer_capture_sql_plan_baselines FALSE

optimizer_use_sql_plan_baselines   TRUE

We ran the SQL Tuning Advisor for that SQL and it provided the recommendation to use SQL Profile for 99% Benefit

Under "Alternative Plans" the "finding" was 

"Some alternative execution plans for this statement were found by searching the system's real-time and historical performance data"

and the "Recommedations" section stated
