Page Design

I created a page in peoplesoft and I have scroll area on level 2 and it’s a custom record. Level 0 is per org asgn record and level one is job record and level 2 is my custom record with same key fields as job + additional key fields. I created the page and when I am trying to make a transaction( adding new effdt) for an existing employee then the it’s inserting both current row and also previous row with current effdt into the custom table but I don’t want the previous row data to be inserted into the
