Fluid direct deposit page - Add account button not visible

Hi All,

I am seeing an issue for new hires. When user clicks on the direct deposit ESS fluid page, User unable to see the Add Account button. Provided access to fluid direct deposit page access too. Ran portal sync process . Please help me what I am missing.
