Why does the APPS.PO_INQ_SV.GET_ACTIVE_ENC_AMOUNT package return -1 value?

When using package like APPS.PO_INQ_SV.GET_ACTIVE_ENC_AMOUNT and grant execute permission to other db user but still return -1 value.  How can resolve this issue?
