OEM 13.5 DB templates error

Hello

OTN Downloads for OEM templates give me the page to download the DB Template


I want to use https://www.oracle.com/webapps/redirect/signon?nexturl=https://download.oracle.com/otn/linux/oem/13500/19_11_0_0_0_Database_Template_for_EM13_5_0_0_0_Linux_x64.zip


I have 19c EE DB latest revision and patchet

Problem : when using the above template I get

ORA-65093: multitenant container database not set up properly

when running DBCA. This would seem that the .zip template wrongly has the CDB/PDB stuff in it. All I want is the SI (not the CDB). What am I doing wrong here ?
