Error with Ship Confirm Batch Application R42500

On some random occasions when processing the R42500 report the R47500 is not being called, and the records for the sales order that is being process are getting stuck on the tables F47131 and F47132 preventing the sales order to ever be able to be exacuted by the report R42500. No errors are showing on the WC for that order and another order is created with the same exact data, the second order can be process succesufully

What is the reason this is happening?
