Have to run start_primavera.bat as admin after patching weblogic

I just patched Weblogic 12.2.1.4 using SPBAT on my test server. I am running EPPM 20.12.12.1 and had to update Java to 1.8.0_331 and OPatch to 13.9.4.2.8, prior to Weblogic patching. Prior to patching, while logged onto my server as administrator, I was able to just double click on start_primavera.bat and stop_primavera.bat without having to explicitly run as administrator. Now after I finished patching Weblogic, it won't start the Weblogic scripting tool without me running the batch file as administrator. Has anyone else seen this? Everything runs fine as long as I run the scripts as administrator.
