Dictionary and Fixed object stats - 19c

Hello All

We have a couple of questions on the FIXED and DICTIONARY STATS 

Ours is 19.13.0.0.0 database ; 2 node RAC

Here is some relevant info

DBA_AUTOTASK_CLIENT shows the following
