Approving Accounts

I'm a new Admin for 2 CSIs and a couple colleagues have submitted requests for accounts using the exact same information (except their names, of course). I received the request for accounts for one of my colleagues, but have not received it for the other colleague. Again, they used the same CSI and Org information, so I don't know why one request came to me right away and the other did not.
