Need to migrate/upgrade oracle database 11.1.0.7 Enterprise Ed database to 19.3 standard edition

Hello Guys,

We have a requirement wherein we need to migrate or upgrade our existing oracle database 11.1.0.7 enterprise edition database running on windows 2003 std ed server to oracle 19c Standard edition on windows 2019 standard.

Please let me know the best approach to do it.
