Agile PLM criteria not working to assign workflow Approvers and Observers

Hello Community! I'm curious if anyone has a few minutes to help me come up with a solution to a puzzle I'm working through. We are using Agile PLM 9.3.6 RUP 16.

I am attempting to build criteria to be used in the ECO workflow (renamed "Change Orders" at my company) to assign a User Group as approver. Agile PLM is unable to interpret the criteria. I am trying to find out if this is due to incapability of the system, or lack of knowledge on my part.

I searched the Knowledgebase but could not find any specific documents or chats around this specific criteria use case.
