Webservice(SOA) can not generate iLDT file

I run the below command to generate iLDT file

$IAS_ORACLE_HOME/perl/bin/perl $FND_TOP/bin/irep_parser.pl -g -v -username=sysadmin cux:patch/115/cux_b2b_yz_item_pkg.pls:12.0=cux_b2b_yz_item_pkg.pls

it shows me some warnnings

Warning: Annotation's sf_ver is not defined

Warning: Not generating iLDT for 'cux_b2b_yz_item_pkg.pls', incomplete info.

I can't find any content with 'sf_ver' in my pls file.
