21c On Premise Rule Files Scaling Factor Errors When Set to -1 in Jet UI

Essbase 21.3 version

I'm unable to input a -1 Scaling Factor in the rule file field properties, where the following message is displayed: "The number is too low. The number must be greater than or equal to 1." I'm only having this issue using the new Essbase web UI. I am able to do this in the EAS environment without any issue, both in the current Essbase and previous Essbase 11g.
