On upgraded environment from 12c to 19c pl/sql package errors when trace is turned off

We have upgraded an environment from 12c to 19c and a pl/sql package is now erroring out when trace if turned off. With trace on it is working well. Can you please help identify if this is a known issue or if there is a workaround other than leaving trace on?
