How to you set the default security group for folders?

Oracle Webcenter Content

version 12.2.1.4

When a folder is created the default Security Group is Public.

When we check in new document using a check-in profile and the standard check in profile the default security group is Internal.

In General Configurations we have the following parameter set.

DefaultUserFoldersSecurityGroup=Internal


How do I set the default security group for folders to be Internal?
