Partial Completion Status

Like to know if this is the bug or system as-is designed.

The client applies UOM8 (Production UOM) differs from UOM1 and UOM8=P=37 UOM1=BX, and the BOM/Routing is built based on UOM8 which is P. The scenario is creating the WO with P but completing the WO with BX via P31123.

The WO is created with 2P and when partially completed 30 BX then P31113 based on the P/BX conversion to issue the materials no problem, and next P311221 comes with hours also based on the P/BX conversion. However in the end P31114 always comes with status 95 but not 92 as it should be. I am assuming the partial completion compares the WO 2P to 30 BX directly but not went thru the conversion and compare 2P to 30/74=0.41P to get 92 instead.
