Delivery creation Across Orders for specific customers

We have a requirement to create deliveries across orders for specific customers only. Our process is to create deliveries first and pick release at a later time. I know I can create deliveries across orders using a pick rule during pick release.

My question is: Can you specify "Across Orders" option using the autocreate delivery API?

When trying to use the API, it seems to only work if the Shipping Parameters is set to Across Orders at the site level which we cannot do.

Any ideas would be much appreciated. Thanks!
