21.7 Linux DBMS_SCHEDULER job fails to execute ORA-27369 Login executable not setuid-root

Problem:

Applied Oracle Database 21.7 Patchset (19-Jul-2022) and now DBMS_SCHEDULER job type "BACKUP_SCRIPT" fails to execute.

ORA-27369: job of type BACKUP_SCRIPT failed with exit code: Login executable not setuid-root

Platform:

Oracle Enterprise Linux 8.6

Oracle Grid Infrastructure for Standanlone Server (NO RAC, only HAS + ASM )

Oracle Database Enteprise Edition 21.7

NOTE: with Oracle Database 21.6 the job was running fine !!!
